Chief Justice Rita B. Garman and the Illinois Supreme Court have announced the appointment of Associate Judge Roger B. Webber as a Circuit Judge in the Sixth Judicial Circuit.
Judge Webber was appointed earlier this week to fill the vacancy created by the upcoming retirement of Judge Arnold F. Blockman on September 16, 2016. His appointment takes effect September 19, 2016, and terminates December 3, 2018, when the position is filled by the 2018 General Election.
The Illinois Supreme Court hosted a memorial service in honor of the late Justice Thomas R. Fitzgerald. Chief Justice Rita B. Garman gave the opening and closing remarks. Tributes were given by Supreme Court Justices Robert R. Thomas and Mary Jane Theis; Umberto Davi, president of the Illinois State Bar Association; and Nicholas J. Motherway, a Chicago attorney and close friend of the late justice.

Chief Justice Rita B. Garman and the Illinois Supreme Court have invited Gov. Bruce Rauner and the entire state legislature to attend a special evening session of oral arguments.
The session will be at 6:30 p.m. on Tuesday, May 17, 2016, at the Supreme Court Building in Springfield and will mark the second special evening session the Supreme Court has held in recent years.
Nearly two dozen volunteer attorneys helped answer hundreds of phone calls, emails and Skype calls at the 35th Annual Ask A Lawyer Day on Saturday, April 30. Those calls helped members of the public resolve their legal issues or gave them the next steps toward resolving those issues. The endeavor also garnered much positive media coverage throughout Illinois.

Terrence I. Stapleton, 67, of Olympia, Wash., formerly of Springfield, Ill., died April 1, 2016, following a long illness.
Terry was the son of the late John P. and Velma R. Stapleton. He was a 1966 graduate of Griffin High School and received his BA from University of Illinois at Springfield.
Terry served two years in the U.S. Army from 1970-72, after which he received his Juris Doctorate degree from the University of Arkansas.
Terry was formerly employed at Central Illinois Light Co. (CILCO).

Nolan Seymore Lipsky, 71, of Petersburg, passed away on Sunday morning April 10, 2016 at Memorial Medical Center. He was born in Chicago on August 3, 1944 to Mandel and Ruth Meizel Lipsky. Nolan married Bobbie Cheaney on April 26, 2003 in Springfield and she survives.
Mr. Lipsky is also survived by three sons: Matthew Lipsky of Springfield, Ben (Kim) Lipsky of Lake of the Hills, IL., and Jeff (Woorim) Lipsky of South Korea, one daughter Rose (Beuford) Moore of Springfield, one cousin Myron Greenbaum, and two grandchildren: Autumn and Joseph. He was preceded in death by his parents.
W. Charles Witte, 74, of Bloomington, a devoted husband, father, grandfather, volunteer and civic leader, died peacefully at 10:21 a.m. Sunday (April 10, 2016) at Barnes-Jewish Hospital, St. Louis.
Services have been held. In lieu of flowers, memorials may be given in honor of W. Charles Witte to Illinois State University Foundation and Advocate BroMenn Foundation.
Chuck Witte was born Sept. 21, 1941, in Chicago, son of Dr. William B. and Caroline Hess Witte. He married Donna Vera Skrinskus, his college sweetheart, 10 days after returning from his Vietnam service on Oct. 12, 1968. She survives.
Marc E. Fuchs, 67, of Springfield, IL, passed away on April 4, 2016 at Memorial Medical Center.
He was born on August 21, 1948, in Springfield, IL to Eldon and Darlene Fuchs. He married his wife, Cori, on September 15, 1973, in Joliet, IL.
Marc graduated from Girard High School and from the University of Illinois with a BS in Finance in 1970 and a Juris Doctorate in 1973. Marc practiced law in Farmersville, Illinois from 1973 to 1990. In his second career, he was able to embrace his lifelong passion as a scholar of Abraham Lincoln. He worked and volunteered at the Lincoln Tomb and the Lincoln-Herndon Law Office Historic Sites for nearly 20 years. He was also a board member of the Lincoln Monument Association.
Illinois Supreme Court Chief Justice Rita B. Garman announced today the formation of a judicial screening committee for the Sixth Judicial Circuit.
The screening committee was formed for the purpose of assessing the qualifications of those persons who have applied for appointment to the Office of Judge of the Circuit Court for the Sixth Judicial Circuit created by the upcoming retirement of Judge Arnold F. Blockman on September 16, 2016. Under the Illinois Constitution, the vacancy will be filled by Supreme Court appointment.
