Barnes & Thornburg has added Tejas Shah as a partner in the firm’s labor and employment department in the Chicago office. Shah is the seventh attorney to join the Chicago office this year, which just celebrated its 25th anniversary.
The Illinois Department of Central Management Services is seeking a public service administrator in Springfield.
Responsibilities of the position include performing technical and legal work in the areas of labor agreements and arbitration as a representative of the department; representing the state in arbitration hearings and before the Illinois Labor Relations Board; reviewing resolutions and disciplinary actions and recommending approval or denial; writing memoranda of law and legal opinions; researching issues pertaining to labor relations; representing the department regarding union petitions of classifications into the bargaining unit; and performing a variety of special projects as assigned.
ISBA Second Vice President Anna Krolikowska spoke to the Association of Women Attorneys of Lake County (AWALC) on Wednesday, Aug. 7 about the benefits of ISBA membership and how members can become more involved in the ISBA.

Woodruff Johnson & Evans has announced that attorney Russ Haugen was named a partner in the firm.
He started at Woodruff Johnson & Evans in 2000 as a clerk while still in high school. In 2006, he was promoted to paralegal. Those experiences as a paralegal lead to a desire to pursue a law degree. He graduated from Cooley Law School at Western Michigan University in 2009 with a concentration in litigation and he became a member of the Illinois State Bar later that year.
On Aug. 3, 2019, John B. Kincaid, loving husband and father of three daughters, passed away at the age of 80. John was born on Aug. 25, 1938, in Hinsdale, to Marguerite Donahue and Cecil Kincaid.
On Jan. 8, 1966, he married Sharon Louise Middleton. They raised three daughters, Stacy (Heesen), Sarah (Gillotti), and Tara (Schreiner). He received his law degree from Chicago-Kent Law School in 1963 and practiced civil law for almost 60 years, most notably at Mirabella, Kincaid, Mirabella & Frederick in Wheaton, Illinois.
The Illinois State Bar Association (ISBA) recently recognized outgoing Board of Governors member Albert E. Durkin for his many years of service.
Durkin, who practices at MDR Law in Chicago, continues to be an active member of the ISBA’s Standing Committee on Judicial Evaluations—Cook County, which evaluates the qualifications of candidates for judicial office and reports the committee’s conclusions to the electorate.
The Illinois Latino Judges Association hosted its Annual Installation of President, Officers, and Board Members on Tuesday, July 23 at Chicago-Kent College of Law.
Among the attendees were ISBA Second Vice President Anna Krolikowska, past ISBA president Hon. Vincent Cornelius, DePaul University College of Law Dean Jennifer Rosato Perea, and Hon. David Garcia, who was sworn in as president of the Illinois Latino Judges Association.
Aurora Police Officer Douglas Rashkow received a Law Enforcement Award from the Illinois State Bar Association (ISBA) on July 23 during an Aurora City Council meeting. ISBA 3rd Vice President Rory Weiler presented the award.
The Law Enforcement Award recognizes sworn law enforcement officers for conduct that promotes justice and to distinguish those individuals whose service to the public brings honor and respect to the entire criminal justice system.
