New legislation signed into law by Gov. George H. Ryan helps in the fight against the spread of child pornography on the Internet and identifies the crime of cyberstalking. Public Act 92-0175 mandates the forfeiture of any computer containing a depiction of child pornography in any encoded or decoded format.
On August 17, 2001, Gov. Ryan signed House Bill 2265, which amended the Illinois Vehicle Code and the Unified Code of Corrections concerning the eligibility for restricted driving permits and minimum sentence requirements for drivers convicted of DUI offenses.
On January 1, 2002, Gov. George H. Ryan signed into law Senate Bill 0647 to amend the Illinois Aeronautics Act, which increased the penalties for certain acts related to the operation and maintenance of an aircraft while under the influence of intoxicating liquor, a narcotic drug, or other controlled substances.
Legislation recently enacted by the General Assembly's override of the governor's veto amends the Illinois Vehicle Code in order to better facilitate the charitable donation and transfer of motor vehicles to not-for-profit organizations for the purpose of providing vehicles to individuals in need of transportation.
In August 2001, Gov. Ryan approved two pieces of legislation amending the Abused and Neglected Child Reporting Act and Illinois School Student Records Act.
In August of last year, Gov. Ryan signed into law House Bill 2419, which amends the Illinois Insurance Code by providing that insurance companies authorized to do business in Illinois are prohibited from refusing to issue or renew certain policies of automobile insurance, fire and extended coverage insurance, and personal lines insurance, solely on the basis of an applicant's credit reports.
In January, Gov. Ryan signed into law Senate Bill 1046 amending the Condominium Property Act by replacing certain provisions of the Act pertaining to insurance for condominium associations and risk pooling trust funds for condominium associations or common interest community associations. Under the new law.
Legislation recently signed into law by Gov. Ryan amends the Liquor Control Act of 1934 by providing that any person in possession of alcoholic liquor on public school district property during school days or at events on public school district property when children are present is guilty of a petty offense.
New legislation amends the Consumer Fraud and Deceptive Business Practices Act concerning retail transactions conducted in a language other than English.
Legislation recently signed into law by Gov. George H. Ryan amends the Counties Code by requiring the state of Illinois to pay 66 2/3 percent of a public defender's annual salary in every county within the state.
In July, new legislation amended the Unified Code of Corrections making drivers who are convicted of a fourth or subsequent DUI offense ineligible for probation.
Legislation signed into law in August by Gov. Ryan amends the Workers' Compensation Act by providing that a minimum civil penalty of $10,000 will be assessed against any employer, service or adjustment company, or insurance carrier that fails to comply with the self-insurance provisions of the Workers' Compensation Act.
In August, Gov. George H. Ryan signed into law Senate Bill 950, which amends the Illinois Public Aid Code, 305 ILCS 5/1-1 et seq., and provides that parents who owe more than $5,000 in child support and refuse to pay, could have their names added to a "deadbeats most wanted list" posted on the Internet.
In August, Gov. Ryan signed into law Senate Bill 1305, which amends the Adoption Act to clarify that a parent's failure to vaccinate a child due to religious or medical reasons, allowed by law, does not constitute child neglect or abuse.
